A routine ballot collection stop took an unexpected turn Thursday afternoon when a Baltimore election contractor found himself near a police-involved shooting in Northeast Baltimore. Although the contractor escaped without injuries, his vehicle was damaged by gunfire, raising concerns about the risks faced by people working in the area during the incident.
The shooting occurred near the Erdman Shopping Center, where the contractor was collecting ballots from a designated drop box ahead of the November 2026 general election.
Baltimore City election officials confirmed that the contractor was an innocent bystander and had not been involved in the confrontation. They also reassured the public that the ballots remained safe and were recovered after the incident.
According to the Board of Elections, the contractor was retrieving ballots from a drop box at 3801 Erdman Avenue when the shooting occurred. Every ballot in his possession was recovered and secured, and officials reported that none had been damaged.
The contractor’s vehicle sustained damage, but he was not hurt.
What led to the shooting?
The incident unfolded shortly after noon Thursday, Oct. 22, in the 3900 block of Erdman Avenue, near the Herring Run Branch of the Enoch Pratt Free Library and a child care center.
According to preliminary findings released by Maryland’s Office of the Attorney General, a Baltimore police officer was sitting in a marked patrol vehicle when he noticed a man walking into the shopping center parking lot.
The man approached the officer’s cruiser, although investigators have not established why the interaction began. During the encounter, the man ran away, prompting the officer to follow him initially in the vehicle and then continue the pursuit on foot.
Authorities said the man allegedly pulled out a firearm and pointed it at the officer during the chase. The officer then fired multiple shots, striking the man.
Other officers provided medical assistance until emergency responders arrived. The injured man was transported to a nearby hospital, where he remained in critical condition as of Friday afternoon.
Police recovered a firearm at the scene. The officer was not injured, and authorities had not publicly identified either the officer or the man as of the latest reports.
Investigators have not yet explained why the man fled or what prompted his initial approach to the officer.
Ballots recovered and secured
The presence of an election worker near the shooting added another concern to an already serious incident. However, election officials said the disruption did not result in damaged or missing ballots from the contractor’s possession.
The contractor had been performing a routine collection from an official ballot drop box when the shooting occurred. Afterward, the Board of Elections recovered the ballots he was carrying and confirmed that they were secure.
Ballot drop boxes provide voters with an alternative to mailing their ballots or returning them in person. Election officials collect the submitted ballots through established procedures so they can be processed for the election.
The incident highlights the importance of maintaining ballot security even when unexpected events interrupt normal election operations. In this case, officials said the ballots were accounted for and that no damage had been reported.
There was no indication in the information released by officials that the shooting involved the ballots or was connected to election activity.
Maryland Attorney General’s office takes over investigation
On Friday, Oct. 23, the Maryland Attorney General’s Office announced that its Independent Investigations Division was investigating the shooting.
Maryland law requires the Attorney General’s office to investigate police-involved fatalities, and the division also handles certain qualifying police-involved shootings that do not result in death.
The independent investigation is intended to establish the circumstances surrounding the use of force. Investigators may examine body-camera recordings, physical evidence, witness accounts and other available material to reconstruct the encounter.
Authorities have asked anyone with relevant information to come forward. They are particularly interested in cellphone recordings and private surveillance footage that may have captured the interaction or the moments leading up to the shooting.
People with information can contact the Independent Investigations Division at 410-576-7070 or email [email protected].
Body-camera footage could provide further answers
The officer involved in the shooting was wearing a body camera, and the encounter was recorded.
Officials said the footage is expected to be released at a later date in accordance with applicable procedures. The video could help clarify how the encounter began, what happened during the pursuit and the moments immediately before the officer fired.
Until the footage is made public and investigators complete their review, some questions remain unanswered.
Authorities have not explained why the man approached the officer or what led him to run. Investigators will also examine the available evidence to determine the sequence of events and whether the officer’s actions complied with applicable law and policy.
The man’s critical condition added urgency to the investigation, while the contractor’s experience underscored how people uninvolved in a police encounter can be placed in danger when gunfire erupts in a public area.
A neighborhood shaken by a midday shooting
The shooting occurred near locations used by families, children and other community members, making the incident especially concerning for people who live, work or visit the area.
The nearby library and child care center are part of the neighborhood’s everyday routine, and gunfire in a public shopping center can leave residents questioning their safety even when they were not directly involved.
For the election contractor, the immediate outcome was fortunate: he escaped without injury, and officials confirmed that the ballots were safe.
The broader circumstances, however, remain under investigation. The upcoming release of body-camera footage and the findings of the Attorney General’s office may provide a clearer account of what happened Thursday afternoon.
For now, authorities say the investigation is ongoing, the injured man remains hospitalized in critical condition, and the ballots collected during the incident have been secured.
