Two parents in southern Oklahoma are facing child neglect charges after an investigation into the living conditions of their three young children uncovered allegations of prolonged confinement, inadequate food and a lack of basic hygiene.
Sara Tudor, 46, and Michael Brown, 43, were arrested on October 8 and booked into the Garvin County Jail. Each faces three counts of child neglect, according to authorities.
The case began in late July when a schoolteacher contacted the Oklahoma Department of Human Services to report concerns about three children, ages 9, 8 and 4, in Garvin County. The report prompted an investigation that eventually led state authorities to examine the children’s home environment.
Investigation Began With a Teacher’s Report
On July 27, the teacher alerted child welfare officials because she was worried about the children’s safety and well-being. Four days later, the District 21 District Attorney’s Office requested an investigation by the Oklahoma State Bureau of Investigation.
Investigators identified Tudor and Brown as the children’s parents as they worked to establish what had been happening inside the home.
During the investigation, officials learned that one child had allegedly been confined inside a wooden box, while another had been kept in a playpen for at least 20 hours. Authorities also reported concerns that the children were not receiving adequate food or regular showers and baths.
The allegations raised concerns about more than the children’s immediate physical needs. Officials also examined the potential psychological effects of the conditions in which the children had reportedly been living.
Children Removed From the Home
Child welfare officials subsequently removed all three children from the residence and placed them with foster families.
The children underwent medical evaluations following their removal. According to authorities, professionals determined that all three had experienced psychological abuse associated with confinement and infantilization.
Officials also reported concerns about inadequate physical care and hazardous living conditions.
The children’s removal allowed authorities to arrange alternative care while the investigation proceeded. Further details about their current circumstances have not been publicly confirmed.
Parents Face Three Counts Each
Tudor and Brown were arrested on October 8 following the investigation. Both were booked into the Garvin County Jail and face three counts of child neglect, with the charges involving allegations concerning the children’s care.
The arrests mark the latest stage in a case that began with a schoolteacher’s report in July and led to an investigation involving state law enforcement and child welfare officials.
Information about the parents’ next court appearances was not immediately available.
Garvin County is in south-central Oklahoma, approximately 60 miles south of Oklahoma City. The case remains a criminal matter, and the allegations against both parents have not been established as convictions in court.
