    A Washington, D.C., man has pleaded guilty to killing 3-year-old Honesty Cheadle, who was sitting in a parked car with family members after they returned from Independence Day celebrations in Southeast D.C.

    Charles Rucker, 25, admitted in court on October 1, 2026, that he was responsible for the shooting that left the young girl fatally wounded. He pleaded guilty to first-degree murder while armed and three counts of assault with a dangerous weapon. Under the plea agreement, he is expected to receive a 35-year prison sentence. His sentencing is scheduled for December 14, 2026.

    The shooting happened shortly after 3 a.m. on July 5, 2025, in the 1000 block of 14th Street Southeast. Honesty and three relatives were inside a vehicle after spending part of the night attending cookouts and watching fireworks for the Fourth of July.

    According to court records, the family had parked after making a U-turn when Rucker walked into the area. Surveillance footage showed him approaching the location before he opened fire toward the vehicle. Honesty was struck in the head, while her three relatives were not injured.

    Police officers responding to the scene found the child seriously wounded. She was taken to a nearby hospital for treatment, but her injuries proved fatal. Honesty died on July 7, two days after the shooting.

    Investigators later identified Rucker as the suspect. Police said surveillance footage also showed him returning toward his residence after the shooting and attempting to remove evidence from the area.

    Rucker was arrested on July 11, 2025, after investigators identified him in connection with the killing. He remained in custody as the case moved through the court system.

    The investigation never established a motive for the shooting. That remains one of the unanswered questions surrounding Honesty’s death. The guilty plea confirms Rucker’s responsibility for the shooting, but the available court and law enforcement information does not provide a reason for why he opened fire on the family’s vehicle.

    Honesty’s death left her family facing the loss of a child who had barely begun her life. Her aunt, Tomika Butler, spoke about the family’s emotions following Rucker’s admission in court and said the proposed 35-year sentence did not feel sufficient for the loss they suffered.

    The case now moves to the sentencing stage. Rucker is scheduled to appear before D.C. Superior Court Judge Rainey Brandt on December 14, 2026, when the court is expected to formally impose the sentence outlined in the plea agreement.
