A video showing a Donora police officer punching a man seated on a porch and then using a Taser during an arrest has raised concerns among residents and prompted calls for an investigation into the officer’s actions.

The footage shows Shawn Bowman sitting in a chair outside his home while an officer attempts to handcuff him. The officer had reportedly responded to a domestic disturbance call.

As the encounter unfolds, Bowman moves one hand toward the officer’s hands. The officer then strikes Bowman in the face twice before deploying a Taser. Bowman subsequently falls to the ground.

The video has drawn attention to questions about how the situation escalated and whether the level of force used was justified.

Donora Residents Question the Use of Force

Dennis Hawkins Jr., a longtime Donora resident who frequently speaks out about community issues, said watching the footage left him shaken.

“I just started shaking,” Hawkins said, describing his reaction to seeing the encounter.

He questioned why an officer responding to a call would use that level of force against someone who was seated at the time.

The footage has no audio, making it impossible to hear the conversation between Bowman and the officer or determine what was said immediately before the physical confrontation.

That missing context is important when evaluating the encounter. The video shows the physical actions, but it does not establish everything that happened before the recording or explain the officer’s full account of the incident.

Hawkins said he believes police officers should be held accountable for how they treat members of the public, particularly when a person does not appear to pose an immediate threat.

“If they’re not resisting arrest or causing any threat to you, that force shouldn’t be taken,” he said.

He also expressed concern about the broader impact the footage could have on public confidence in local law enforcement.

    What the Criminal Complaint Says

According to the criminal complaint, the officer wrote that after deploying the Taser, he repeatedly instructed Bowman to get on the ground and place his hands behind his back.

The complaint states that Bowman eventually complied with those commands.

The written account provides part of the officer’s description of the arrest, while the video offers a visual record of the moments captured on camera. Without audio or additional evidence, some details about the interaction remain unclear.

Determining whether the force used was appropriate would require a fuller examination of the circumstances, including the officer’s account, any available body-camera footage, witness statements and the applicable use-of-force policies.

Hawkins said the incident should receive serious scrutiny rather than being dismissed simply because the person involved was being arrested.

He described the officer’s actions as an abuse of authority and argued that wearing a badge should not place someone beyond accountability.

Video Shared Online Draws Community Attention

Hawkins often uses his Facebook page to highlight issues affecting Donora residents. After sharing the arrest footage, he said he received a wave of responses from people questioning what they had seen.

He believes the reaction reflects more than anger. For some residents, the video has raised concerns about their own safety and what could happen during an encounter with law enforcement.

“People are scared,” Hawkins said. He also noted that Bowman appeared to be around 60 years old, adding to his concerns about the force shown in the footage.

Videos of police encounters can spread quickly online, bringing public attention to incidents that might otherwise receive little notice. They can also prompt calls for independent reviews, especially when the available footage appears to raise questions about an officer’s conduct.

At the same time, a video showing only part of an encounter may not answer every question about what happened. A thorough investigation can help establish the sequence of events, assess the actions taken and determine whether department policies were followed.

For Donora residents seeking answers, the central issue is whether the circumstances surrounding Bowman’s arrest will be reviewed transparently.

Questions Remain About a Possible Investigation

Questions about the footage were put to the Donora Police Department. The police chief was unavailable at the time, and no response had been received by the reporting deadline.

As a result, it remains unclear whether the department had formally reviewed the video, whether an internal investigation was underway or whether any disciplinary action was being considered.

No conclusion about wrongdoing can be established from the available information alone. However, the footage and the concerns raised by residents have put the officer’s use of force under public scrutiny.

For Hawkins, the incident has become another reason to demand answers about how authority is exercised in his community.

Residents are now left waiting to learn whether officials will provide further details about the arrest and explain how the encounter will be evaluated.

The outcome could matter beyond this single incident, shaping how residents view police accountability and their confidence in the department’s handling of complaints involving the use of force.
