    Little Village Residents Demand Answers After Off-Duty Chicago Officer Shooting

    LITTLE VILLAGE, Chicago — Residents and community leaders in Chicago’s Little Village neighborhood are asking for answers after an off-duty Chicago police officer opened fire during an early-morning confrontation that left a man wounded.

    The shooting happened shortly after midnight on Oct. 4 near West 24th Street and South Rockwell Street. What began as an encounter between the officer and a group of people quickly turned into a shooting, followed by additional gunfire after the officer drove a short distance away.

    The incident has since raised concerns among residents who say they want a clear account of what happened and reassurance that the investigation will be independent and transparent.

    According to police, the off-duty officer had stopped his vehicle in the 2600 block of West 24th Street and was speaking with people gathered on the sidewalk when a man approached the vehicle. Police initially said the man struck the officer in the face during a physical confrontation.

    The officer then fired his weapon, striking the man twice. The injured man was taken to Mount Sinai Hospital in fair condition.

    A second man was also injured during the incident and went to Mount Sinai for treatment. He was reported to be in good condition. The officer was treated for injuries sustained during the confrontation and was later released.

    The investigation became more complicated as additional details emerged from the Civilian Office of Police Accountability. COPA said the officer drove toward the 2300 block of South Rockwell Street after the first shooting, got out of his vehicle and fired additional rounds toward the area of the original confrontation. Investigators said the officer fired two firearms simultaneously during that second exchange.

    COPA’s account also differed in an important way from the initial police description. While police had said the man struck the officer before the shooting, COPA’s preliminary account did not repeat that allegation as part of its description of the incident. Third-party video captured the initial interaction and the shooting, and COPA said the footage is expected to be released within 60 days of the incident unless a court order prevents its release.

    The officer was identified in records as Edgar Delgado-Arroyo. He remains under investigation and has been placed on administrative duties, in line with department protocol following an officer-involved shooting. The officer’s administrative status does not determine whether his actions were justified; that question remains part of the investigation.

    The man who was shot was initially taken into police custody but was later released without charges, according to the latest reporting. The Cook County State’s Attorney’s Office said its felony review unit had not been contacted by police about potential charges at that point.

    For residents, however, the questions extend beyond the immediate circumstances of the shooting.

    Community members gathered Thursday evening to discuss what happened and what they believe should happen next. Residents said the shooting has added to existing concerns about violence in the neighborhood and about the safety of people who live and work near the scene.

    Little Village resident Mary Soria said the incident felt particularly close to home and described the fear of being caught in gunfire while simply being outside.

    Rosemarie Dominguez, a member of the 10th District Chicago Police District Council, called for more information about the investigation and questioned what steps were being taken to ensure the process remains independent.

    Baltazar Enriquez, president of the Little Village Community Council, also called for accountability and transparency, saying residents deserve a fair investigation and clearer answers about what occurred.

    The shooting remains under investigation by COPA. Investigators are expected to examine available video, witness accounts and other evidence as they work to establish the full sequence of events.

    For now, residents are waiting for that investigation to provide a clearer picture of what happened in the early hours of Oct. 4 and whether further action will follow.
