A traffic stop on Interstate 65 in Warren County ended in tragedy Monday afternoon when Kentucky State Police Trooper Hayden Phillips was fatally shot while on duty.
Phillips, 30, was assigned to KSP Post 3 in Bowling Green and had served with the agency since 2023. He was a graduate of Cadet Class 103 and was known within the department as Unit 369.
The shooting happened near mile marker 38 on northbound I-65, according to authorities. Phillips was killed during the incident, prompting a Blue Alert and a search for the person investigators believed was responsible.
Suspect taken into custody after search
Kentucky State Police identified Emonnie Branch, 51, of Portland, Tennessee, as the suspect. Authorities circulated information about a bluish-gray Honda Civic believed to be connected to the shooting. The vehicle had a Tennessee temporary tag and was reported traveling north on I-65.
The search ended when Louisville Metro Police took Branch into custody in Jefferson County. The Blue Alert was subsequently canceled.
Authorities said Branch will be returned to Warren County to face state charges. He has been charged with the murder of a first responder, according to officials.
Investigators have not publicly explained what led to the original traffic stop or provided details about what happened immediately before the shooting. Officials also have not released information about Branch’s prior criminal history.
Phillips remembered as a husband and father
The death has left Phillips’ family, colleagues and the Kentucky State Police community grieving.
Phillips leaves behind his wife and three young sons. At a news conference Monday night, U.S. Attorney Kyle Bumgarner spoke about the impact of the loss on the trooper’s family, emphasizing that a wife was expecting her husband to return home and that three children had lost their father.
KSP Commissioner Col. Phillip Burnett Jr. also addressed Phillips’ family, promising that the agency would continue supporting them through the loss.
“His dedication to duty and commitment to the Commonwealth will never be forgotten,” Burnett said.
KSP later paid tribute to Phillips as Unit 369, saying the agency would remember his service and stand with his loved ones.
Investigation continues
The circumstances surrounding the shooting remain under investigation. Officials have not released a detailed account of the encounter, including why Phillips initiated the stop or what investigators believe happened during the confrontation.
Authorities are now focused on the criminal case against Branch and the continuing investigation into the death of Phillips.
Governor Andy Beshear described Phillips as a hero who dedicated himself to protecting Kentucky and remembered him as a devoted husband and father. Members of Kentucky’s congressional delegation also expressed condolences to Phillips’ family and fellow troopers.
The fatal shooting has also drawn attention from law enforcement agencies across the state as investigators work to establish the full sequence of events on I-65.
Phillips’ death marks a profound loss for the Kentucky State Police, but officials have said his service to the Commonwealth will not be forgotten.
